In Skyrim, you can only fast travel to another location when you are
a) Outdoors
b) You don't have enemies nearby
c) You're not over encumbered
The last part is difficult a lot of times since you accumulate a lot of loot during quests and dropping it off every often to your house isn't very productive. How to overcome this difficulty? Simple.
Buy a horse. Have it nearby when you're over encumbered.
Climb on it, et voila! Now you can fast travel!
Go back home, get rid of the loot and you're ready to collect some more.
